The Octet
Demography and Population
Most of the Octet's governed population are so as slaves or fanatical servants on conquered territories, be they worlds, continental masses or even cities. An important fact of the population under the sway of the octet is that most worlds has some form of renegade cults answering to the will of its members, while the Halo Prince Lionel has command over xenoforms of many types and hordes Rak'Gol and Yu'Vath nightmare science which themselves enslave great populations, while daemonic forces maybe called forth from the warp.
Territories
The Octet always has more purchase in the Korinthian Nebulae which is its most potent stronghold. Raging hordes of Rak'Gol assault emerges en masse from the Rad Clouds of the Tertio Passage, which has been impervious to imperial expeditions.
Otherwise, traditionnal root with the 17th Legion Wordbearers in the Synodian Depths are generally the first territory attacked by the renegade and xenos forces of the unholy alliance while the Dryaedes Cluster's resentment towards the Gorian Sector and the tight links between the Arch-Nemesis of Sontha and its many governing agencies have made the cluster an easy target for Octet supported revolutions and takeovers.
Military
The Octet is an alliance both of unholy religion and private military power between its individual members, under the divine authority of the Urizen, Lorgar Aurellian.
The Daemon Primarch has many chapters of his infamous Word Bearers traitor Astartes under his command while Halo Prince Talid has overall possession and authority over the Korinthian Nebulae and the many corrupted xenoforms dwelling there. Between them and the enslaved Rak'Gol forces, many other members depending on the time Period, such as the Arch-Nemesis of Sontha, Alpharius or the Crimson King all bring powerful armies and resources to the fore, each with their own specialisation and way of war.
To be a member of the Octet is first and foremost to be a potent war leader.
Technological Level
The Octet benefits from dark science, non-euclidian xenos technosorcery, the vestigial remains of the Dark Age of Technology possessed by the Traitor Legions and Dark Mechanicum, and the imperial technology stolen by its many members. While standardisation is its greatest weakness, the Octet still benefits from rare and devastating weapons impossible to foresee by most imperial tacticians.
Religion
The Octet shares a deep belief in the powers of the Warp. While some see this belief as a curse they must obey to survive, others are totally bathed in its mythical powers, were others are influenced by ancient prophecies and technologies to serve its will. In the end, all are linked as their role as slaves of Chaos.
Foreign Relations
The Octet is in open and covert war with the Gorian Protectorate and has been since before its official naming under the guise of champions such as Azazel the Golden Voice and many other warlords.
Otherwise, the Octet is not beyond negotiation with ork warbands to use them as canonfodder and other pirates and extra-imperial human agencies such as pirates, raider fleets and rebel enclaves.
Agriculture & Industry
While the Octet first hoped for a quick and decisive victory in the Gorian Protectorate, it became rapidly evident that the Sector had been born out of war and destruction and was very resilient to it. In its many following iterations, the Octet developped a methodical approach to conquer resources-rich and industrious worlds to the benefit of its attritionnal war-machine while using agri-worlds to furnish the necessary food to maintain their manpower or plant unholy seed on those worlds not considered bountiful enough until then.
Trade & Transport
The Octet doesn't trade with the Imperium, it conquers and steal from it. Between its members and external benefactors, however, it trades in slaves, prisonners, living sacrifices and the exchange of ships and war materiel or precious ores to get what they need to reach the next step.

Primarch Lorgar Aurellian is, as the prophet of the gods, responsible to determine the law and what is truth. However, this task often comes down to his many lords and Word Bearers commanders.
