Jack City: goblin holes, information
Any Goblins met will flee if necessary, and disappear down "goblin holes"...
These holes lead to a local series of tunnels, ruled over by a hobgoblin gang that gets by on robbery and theft.
The space below is fairly stinky and messy, but there is a somewhat-well-organized series of tunnels and hallways, and places for goblins to live and gamble and fight and emerge to do the dirty work of the hobgoblins, the gang called Fuzza (or "Deadly" in goblin).
2.1.7... goblin holes
Groups of them can be encountered patrolling the Deep Slums and Liar's Hill, looking for beings to harass, rob, or kill (usually all three). They usually employ bugbears in these endeavors.
This is a gang of goblins that's collected loot from the area and wants to secure their place, try to set up here. Right now they're guarding their territory and robbing just about anyone that passes through.
Nuggzi is their hobgoblin leader, a swaggering and confident guy, and boastful. Loves to talk about himself, give speeches of his own glory, in front of his captives. Sychophantic Goblins titter and laugh as he speaks.
Nuggzi holds a Bugbear "cousin" to do some of the more violent dirty work.
Their holes all join together into the UnderDark, and there's a little bridge over the sewer water, leading to their main hideout. The Drow have recently explored nearby, to the place where the sewer runs. They are interested in annexing this area to their Underground.
Tunnels and Underground passages (mostly Drow) crisscross the Underdark around Jack City, under the ground. It is the true "Underdark," leading to all kinds of places.
