Federal Constitution of the Great Republic of the Glimmering Lake

Preamble

With goals to administrate, govern, improve, expand, and protect the sovereign lands of the Great Republic of the Glimmering Lake the Federal Senate, High Church of Mayim, Federal Council of Clans, and Federal Armed Forces do hereby order this constitution to be binding and supreme to all others. May the sight of Mayim fall on all those who oppose this grand document.

Article 1 – Federal Senate

Section 1

There shall be established an assembly of administrators and bureaucrats generally elected in accordance with methods prescribed by the assembly. This assembly shall be known as the Federal Senate.

Section 2

The Federal Senate shall have the power to determine legality and act through law. No laws, doctrine, edicts, commands, or challenges may bind or create an obligation to the Federal Senate without the Federal Senate’s prior consent. Notwithstanding the bindings and obligations placed on the body by this grand document.

Section 3

The Federal Senate shall be charged with the general administration and governing of the Great Republic of the Glimmering Lake. The Federal Senate shall act through law and have singular legal authority in all of the following:
Appointment of federal positions and head of providences,
Establishment of provincial lands,
Raise funds,
Delegate funds to the other branches,
Keep law and order,
Requirements of residence,
Manage dealings with other peoples,
And any other such legal powers that the Federal Senate deems necessary and proper to conduct these duties.

Section 4

All legal powers not listed in Section 3 of this article and not deemed necessary and proper shall be assumed to belong to another branch. If a power falls outside all branches the High Court shall sit in government to determine who said power belongs to.

Section 5

The Federal Senate shall be led by the Prime Regent. The Prime Regent shall be inherited through Fee Tail starting with the last Royal Steward until no legitimate heir lives. Then the office shall be appointed by the Federal Senate in such a manner decided by the assembly

Section 6

The Prime Regent shall have the power to create the rules, regulations, and functional rules to be observed by the Federal Senate. This power may only be overruled by the general vote of the Federal Senate.

Section 7

All laws created by the Federal Senate or those created by powers designated by the Federal Senate shall be written, published, and widely distributed in the Code Legal of the Federal Republic. No law shall be permitted to stand without having been written, published, and widely distributed.

Section 8

All members of the Federal Senate shall be of appropriate age, citizenship, and intelligence.

Article 2 – High Church of Mayim

Section 1

The official and only religion within the Great Republic of the Glimmering Lake shall be that there is but one Goddess Mayim Queen of the Hells and Commander of Saints. This shall be known as the Mayen faith. The Mayen faith shall be governed exclusively by the High Church of Mayim.

Section 2

The High Church of Mayim shall have the power to issue doctrine and act through doctrine. No laws, doctrine, edicts, or challenges may bind or create an obligation to the High Church of Mayim without the High Church of Mayim’s prior consent. Notwithstanding the bindings and obligations placed on the body by this humble document. No consent or doctrine may be given without the approval of the High Sisters.

Section 3

The High Church of Mayim shall have singular doctrinal authority in all of the following:
Protection of the immortal soul,
Worship of the one true Goddess,
Requirements of being Mayen,
Creation and administration of public goods,
The correct education of all citizens,
And any other such doctrinal powers that the High Church deems necessary and proper to conduct these duties.

Section 4

All doctrinal powers not listed in Section 3 of this article and not deemed necessary and proper shall be assumed to belong to another branch. If a power falls outside all branches the High Court shall sit in government to determine who said power belongs to.

Section 5

The High Sisters and most holy Church of Mayim do agree to be bound by the grand document.

Article 3 – Federal Council of Clans

Section 1

There shall be established a council of most clans. This council shall be known as the Federal Council of Clans.

Section 2

The Federal Council of Clans shall have the power to dictate tradition and act through edicts. No laws, doctrine, edicts, commands, or challenges may bind or create an obligation to the Council of Clans without the Council of Clans’ prior consent. Notwithstanding the bindings and obligations placed on the body by this grand document.

Section 3

The Council of Clans shall have singular traditional authority in all of the following:
General labor and production of goods,
Pricing of goods in times of emergency,
Establishment and admiration of guilds,
Planning and creation of cities,
Shipping to and from the Great Republic of the Glimmering Lake with the consent of the Federal Senate,
Shipping goods and citizens within the Great Republic of the Glimmering Lake,
Intrastate embargoes,
Management of institutions of the Sciences and Research,
Creations and administration of institutions of higher education,
Administration of the transfer and sale of property,
Overseeing the caste,
And any other such traditional powers that the Council of Clans deems necessary and proper to conduct these duties.

Section 4

All traditional powers not listed in Section 3 of this article and not deemed necessary and proper shall be assumed to belong to another branch. If a power falls outside all branches the High Court shall sit in government to determine who said power belongs to.

Section 5

The Council of Clans shall be made up of no less than eight representatives. These representatives shall be Clan Elders from the Gold, Copper, Brass, Red, Black, Green, and Bronze clans. These Clan Elders shall be selected in a manner appropriate to the tradition of the clan. No clan shall have more representatives than another and no representatives of the Blue, Silver, or White clans shall serve in an official capacity within the Council of Clans.

Article 4 – Federal Armed Forces

Section 1

There shall be established a unified federal military. This military shall be known as the Federal Armed Forces.

Section 2

The Federal Armed Forces shall have the power to create strategy and act through command. No laws, doctrine, edicts, commands, or challenges may bind or create an obligation to the Federal Armed Forces without the Federal Armed Forces’ prior consent. Notwithstanding the bindings and obligations placed on the body by this grand document.

Section 3

The Federal Armed Forces shall have singular strategic authority in all of the following:
Creation of armies, naves, and other special fighting units,
Maintaining of armies, naves, and other special fighting units,
Training of armies, naves, and other special fighting units,
Deploying of armies, naves, and other special fighting units in ways consistent with the diplomatic efforts of the Federal Senate,
Paying members of armies, naves, and other special fighting units,
Research and development of any non-magical weapons and implements of war,
Research and development of magical weapons and implements of war in shared authority with the Council of Clans,
General defense by land, sea, air, and Magic of the Great Republic of the Glimmering Lake and all territories therein,
And any other such strategic powers that the Federal Armed Forces deems necessary and proper to conduct these duties.

Section 4

All strategic powers not listed in Section 3 of this article and not deemed necessary and proper shall be assumed to belong to another branch. If a power falls outside all branches the High Court shall sit in government to determine who said power belongs to. The High Court shall have special directive to allow the Federal Armed Forces any disputed yet helpful powers temporarily in times of war or great conflict.

Section 5

There shall be a single and supreme Federal Marshal with sole authority to undertake and delegate all powers listed in Section 3 of this article.

Section 6

The Federal Marshal shall be nominated by the Council of Clans, confirmed by the Federal Senate, and Blessed by the High Church of Mayim. Except in such dangerous times of war or great conflict that the Federal Senate must act with all due haste, then an Interim Federal Marshal shall be appointed to serve for no longer than three years.

Article 5 – The Order of Magistrates

Section 1

A High Court of Magistrates shall be established to resolve any disputes that may arise under the law of the Federal Senate, ordnances of the Clans, doctrine of the High Church, or orders of the Federal Armed Forces.

Section 2

The High Court shall have no less than four members. One who sits under law and is appointed by the Federal Senate. One who sits under tradition and is appointed by the Council of Clans. One who sits under Doctrine and is appointed by the High Sisters of the High Church. One who sits under orders and is appointed by the leader of the Federal Armed Forces.

Section 3

The High Court shall hear any cases directed to them by the Federal Senate, High Church of Mayim, Federal Council of Clans, and Federal Armed Forces.

Section 4

The High Court shall have the authority to delegate powers and responsibilities to lesser courts. The members of these lesser courts shall be those of the High Court or those appointed to these lessor courts consistent with Section 2 of this article.

Section 5

The High Court shall sit in justice, common, and government. Regardless of how the High Court sits they shall act through orders.

Section 6

When sitting in justice the High Court shall appoint one magistrate to serve as High Magistrate, one to serve as Justiciar, one to serve as Foreperson, and one final to serve as Arbiter.
The High Magistrate shall be the head of the court. They will be responsible for determining in what order cases shall be heard, what law is to be applied, and where the case will be heard. In voting upon guilt or innocence the High Magistrate shall abstain unless there is a split on the court. In said event, the High Magistrate shall determine guilt or innocence by themselves.
The Justiciar shall be the representative of law. It is their job to present all evidence to the court both of the guilt and innocence of the accused. No evidence shall be presented apart from that which the Justiciar allows, unless by last plea or order.
The Foreperson shall be charged with determining the sentence of those found guilty by the High Court. All sentences shall comply with the rules of the Federal Senate, High Church, Council of Clans, and Federal Armed Forces.
The Arbiter shall determine if any member of the court is in breach of their responsibilities. If they are found to be then the Arbiter shall bring charges against said person before the Federal Senate, High Church, Council of Clans, or Federal Armed Forces. The Arbiter shall also explain any rules, laws, doctrine, or ordnances that the court may need to function or find a verdict.

Section 7

When sitting in common the High Court shall appoint one magistrate to serve as High Magistrate, one to serve as Arbiter, one to serve as Foreperson, and one to serve as Juror.
The High Magistrate shall be the head of the court. They will be responsible for determining in what order cases shall be heard, what law is to be applied, and where the case will be heard.
The Arbiter shall determine if any member of the court is in breach of their responsibilities. If they are found to be then the Arbiter shall bring charges against said person before the Federal Senate, High Church of Mayim, Federal Council of Clans, or Federal Armed Forces. The Arbiter shall also explain any rules, laws, doctrine, or ordnances that the court may need to function or find a verdict.
The Foreperson shall be charged with determining the obligations of those found liable. All obligations shall comply with the rules of the Federal Senate, High Church of Mayim, Federal Council of Clans, and the Federal Armed Forces. Should no rule exist as to what obligations should be given then the court cannot hear said case.
The Juror shall determine if the accused has violated the common law. If the Juror is unsure, they may request a court vote. A court vote follows the same voting structure as if the High Court was sitting in justice.

Section 8

When sitting in government the High Court shall convene privately. No public discussion of the case shall be heard by the public. The High Court shall have the exclusive authority to determine how to handle governmental cases. No other authority may place limits or obligations upon the High Court sitting in government.

Section 10

All other necessary and proper rules for the functioning of the High Court shall be created by the High Court. All prosses for appointing, replacing, and recalling magistrates shall be created by their respective bodies.

Article 6 – The Citizens of the Great Republic of the Glimmering Lake

Section 1

All those who are Residents, Mayen, and members of the Cast shall be known as Citizens of the Federal Republic.

Section 2

All Citizens shall have the following obligations:
Comply with laws of the Federal Senate,
Observe doctrine set forth by the High Church of Mayim,
Respect tradition as established by the Federal Council of Clans,
Obey all orders as issued by the Federal Armed Forces,
Follow the instructions of the Order of Magistrates,
And any other obligations as given in law, doctrine, tradition, or strategy.

Section 3

All Citizens shall have the following privileges:
The ability to petition the Government for a redress of grievances,
The right to freely and openly worship the one true Goddess,
The right to be secure in one’s persons, houses, papers, and effects, against unlawful intrusions and seizures,
The right to be heard before a delegation of the High Court in all matter’s criminal,
The right to request intervention from the High Court in all matter’s common,
The right for any punishments in crime or common to be reasonable and fair,
The right to free and wholesome education,
The right to own property,
The right to be protected from international threats,
The right to be protected from intranational threats,
The right to representation in accordance with their clan,
The right to security within the cast,
And any other privileges as given in law, doctrine, tradition, or strategy.

Section 4

Nobody through law, doctrine, tradition, strategy, or other may revoke the rights or alleviate the obligations placed on all citizens as described within the grand document.

Section 5

Before law, doctrine, tradition, and strategy all mortal citizens shall be equal and have the same rights and obligations. No law, doctrine, tradition, or strategy shall be given to one group of citizens and not apply to others.

Section 6

Once every 10 years the Federal Senate shall order a great census to be taken. This census shall be conducted by the High Church of Mayim. Upon the completion of the count of members of the cast, the census shall be given to the Federal Armed Forces, Federal Council of Clans, and Federal Senate.

Code Legal of the Federal Republic

General

The Code Legal is a comprehensive list of all laws, doctrines, edicts, commands, and challenges. This list must be updated no later than two months after each law, doctrine, tradition, strategy, or case occurs. Each city must have a place where any citizen may read all of these. The code is divided between the five areas.  

Legal Crimes

These are laws that are set out by the Federal Senate or a Provincial Government. If violated they will be brought be the Order of Magistrates sitting in Justice.
Arson - imprisonment up to 1 year with fines covering the cost of repairs plus 2,000 gp or in extreme cases death or banishment
Espionage - death or banishment
Forgery of official documentation - imprisonment or exile for up to 10 years
Hampering justice - fine up to 200 gp and hard labor up to two weeks
Theft - imprisonment up to 2 weeks, hard labor up to 1 year, or fine equal to the value of the stolen goods
Treason - no punishment other than death
Unlawful use of Magic - imprisonment up to 5 years, hard labor up to 10 years, fine equal to the value of damages, or in extreme cases death or banishment
Assaulting a citizen - imprisonment up to 2 weeks and damages up to 1,000 gp
Blackmailing or intimidating a citizen - fine or damages up to 500 gp
Burglary - imprisonment up to 6 months and damages equal to the value of the stolen goods plus up to 500 gp
Damaging property or livestock - damages covering the cost of repairs or replacement plus up to 500 gp
Murdering a citizen without justification - death or hard labor up to 10 years and damages up to 1,000 gp paid to the victim's next of kin
Robbery - hard labor up to 3 months and damages equal to the value of the stolen goods plus up to 500 gp
Unauthorized slavery - hard labor up to 10 years
Using Magic to influence a citizen without consent - fine or damages up to 1,000 gp
Brandishing weapons without due cause - imprisonment up to a week and or fine up to 10 gp
Fencing of stolen property - fine equal to the value of the stolen goods
Hampering justice - fine up to 200 gp and hard labor up to two weeks
Littering - fine up to 2 gp
Poisoning a city well, river, or other water sources - imprisonment up to 5 years, damages covering the cost of repairs and medical attention, and banishment from the province.
Operation within a guild occupation without guild approval - fine up to 500 gp and closer of operation
Failure to comply with tolls - fine up to 50 gp
Illegal Magics
All forms of necromancy
Mind reading or altering spells - unless given consent and approval by the Scholastic Academy
Planer Travel spells or research - unless working on behalf of the Scholastic Academy
Illegal Drugs
Agony
A depressant that causes all pain centers in a person to fire at once. In essence, this drug causes unparalleled levels of pain. This drug was created by the Humans during the █████. Its only known deployment was during the █████. All traces of this drug have since been █████. It is highly illegal to own or possess any of this drug. Possession, use, or failure to inform Federal Police Forces about a sighting of this drug carries hard labor time, possible life imprisonment, or other suitable punishments. It appears as a thick reddish liquid almost resembling blood. Its creation has been unknown for some time. Addiction Rating - █████

Dust
A psychedelic that forms a link between the user and another person nearby. Once the link is formed the user experiences the life of the other in a matter of minutes. This causes severe pain, disorientation, and in every recorded case insanity or death for the victim. Highly illegal and viewed under the same laws prohibiting murder, espionage, assault, and rape. It appears as small granules of yellow or off white color. It closely resembles sand. The creation of this drug has only ever been recorded in small batches by the Federal Court Mage prior to the disbandment of the Dynasty. Addiction Rating - Extreme

Outlawed Alcohol
The Federal Republic has always been the biggest producer of wine in the world. During The Eastern Reconquest, many lesser forms of alcohol were banned in the republic due to trade embargoes and growing public outrage at other races. The orders banning the other kinds of alcohol have never been repealed. That said, many traders, taverns, and people have simply started calling all forms of alcohol wine inside the republic. The most famous example of this is the Glimmering Dew. It is one of the few vodkas that is made inside the Federal Republic.

Doctrinal Offences

These are doctrines set out by the High Church of Mayim. Violation of these will not only result in being brought before the Order of Magistrates sitting in Justice but also put your immortal soul in jeopardy.
Disorderly conduct within a church - fine up to 20 gp and mandatory sacrifices
Public blasphemy against the High Church - mandatory sacrifices
Theft or damaging of church property - imprisonment up to 2 weeks and mandatory sacrifices
Heresy or worship of other gods - imprisonment up to 2 years, fine up to 500 gp, or in extreme cases death or banishment

Traditional Complaints

These are traditions that are set out by the Federal Council of Clans. If violated they will be brought the Order of Magistrates sitting in Common.
