Cirdan Council

The Cirdan Council is a group of five elvish lords and ladies that govern the sea faring Elves of Amrun Told.   
They reside in the capitol city of Thulmir.
Cirdan is the elvish word meaning, "Master Shipwright."  All members of the counsel are masters of some sort of sea-craft, whether they be shipwrights themselves, or sailors, divers, hunters/fishers, etc.
