Ender Pearls are harvested and sold by Pearl Barons, often underground or to high ranking nobility or armies.

Storage

When extracted, Ender Pearls become more fragile and must be kept in containers where they will be protected from large amounts of force pushing into them, causing them to break. Those who collect or buy large quantities will have specialized plush boxes made for their collections.

Law & Regulation

While the harvesting of Ender Pearls is illegal, the buying and selling of them is not.
