General
Intelligible is a somewhat negative colloquial term for those rare few who either cannot be understood through speech or are incapable of understanding others through hearing.
It appears they are unaffected by the Lingua Miasma along with its subsequent conditions such as the Redacted Filter and the Wandering accent syndrom.
Minor Intelligble
Some of the Intelligible are less affected than others, as these only have certain words -- such as individuals' names or verb terms -- that they cannot understand outright, though context usually helps to go around this problem.
Most affected
Mésvéstellians
None has so far managed to uncover how this condition affects people, and it is so rare very little knowledge about it has been assembled. Anyone could be affected, no matter their race, origin, or gender, though some studies have hinted that Mésvéstellian Humans and Vampires have marginal higher proportion of affected.
First-Generation Arrivals
It should be noted that this syndrome has only ever been shown within those who are First-Generation Arrivals, so it is a possibility it has something to do with one's metaphysical structure. Though persistent rumors go about of Second or even Third Generation Arrivals who have contracted it, though no concrete proof of this currently exist.
Alterantives
The Intelligible Sign Language
The most straightforward alternative that goes around this problem is the Intelligible Sign Language, or ISL as it is also called. A sign language explicitly created for the Intelligible so that they can make their voice heard, so to say.
While fully possible to learn it the old fashioned way, it is most often applied via XP Tablets. It is considered to be an integral language to learn if one wishes to apply for essential state-employed work, such as police, hospital personnel, and various bureaucratic positions.
