Lady Caefreth Keenfall was the leader of New Liaris for several years.
She took the throne in Quinn's absence. After rising to power, she locked away the former council members who might oppose her.
Caefreth developed a plan to raise New Liaris using a repaired Lacryma Crystal. The new crystal was not pure and was dangerously cobbled together. Had the city been raised, the lower class citizens would not only have been left behind, but their neighborhoods and homes destroyed in the process.

Personal history
Caefreth Keenfall was born of a human mother and a noble elven father. She lived in Liaris just long enough to fall in love with it, before its eventual destruction. Neither of her parents made it out of the city alive.
Once reaching New Liaris, she rose through the ranks of bureaucracy quickly thanks to her father's status. She caught the eye of Quinn Windsalan-Goldgrain. She helped him build the council of New Liaris. The pair had a romantic relationship, and she lived with him briefly before his disappearance from the city.
Caefreth Keenfall evoked the name of Quinn to make things happen quickly in New Liaris. Because he was nowhere to be found, nobody could verify that the letters she claimed to be from Quinn were fake. Jacke and Alana, members of the old guard in Liaris, were suspicious from the start. Alana moved away from the city with her son, the last of the Liaran bloodline, in order to keep him safe from harm.
Soon dubbed Lady Keenfall, Caefreth took the head council seat in place of Quinn, promising that her word was his. The people of the city saw Quinn as a saint, and thusly listened to her. She locked up the council members who opposed her and began to rule the city as supreme leader.
