Uo

The ancient, walled cit of Uo has stood for millenia. Sitting at the mouth of the Black River, it has a shallow draft port that can accommodate long ships, such as those made on Kitta, but not the deep draft boats from Jattil, or golden barges of Old Melnibone. The city predates the Cataclysm, and was one of the first cities built by the ancient drow when they began their march of conquest across Mikdash.   The ancient, whimsical architecture hints at feats and skills of construction long lost in the modern world - huge spires of glass of every imaginable color clawing at the sky, with bridges hundreds of feet in the air arcing between the towers. Few know that the visible towers are actually only the tops of these ancient structures. When Jivan Al'Xzzt wrecked his terrible magics against the dwarfs invading what is now central Tuulet, the resulting rubble buried half of the Uo, leaving only the top quarter of the towers exposed. Over the ensuing millenia, as the rubble compacted, and inhabitants returned to Uo they began living in the bases of the towers, gradually inhabiting higher and higher levels.   With the coming of Lord Orexus, great works to shore up fortifications around the city were undertaken. This provided cover for ongoing work exploring the lower levels of the towers. Now several colonies of kobolds, all members of the The Bound Claw Tribe, and zealously devoted to Orexus, have tunneled out connections between the principal towers closest to the central keep. These provide dungeons, lab space, and vaults for Orexus.

Demographics

Large population of dragonborn of all colors, humans, halfings, some gnomes. Larger population of dwarves than most other Melnean cities.

Government

Unlike most Melnean cities, which are largely governed by neighborhood level institutions, Uo has a strong central government, with a rigid feudal system with little upward mobility possible. Guards are much more present than in other cities, and thievery and murder are punished severely, leading to Uo being a relatively safe city.  At the head of government is Lord Orexus, a near mythical figure, rarely seen outside the central keep and all of its treasures looted from the various towers around Uo. Orexus's collection focuses on artifacts of ancient Melnibone, and he fiercely guards them.
