Boss Rakdo
Rakdo is the ruler (boss) of the Burnfist Clan of kobolds in Boora Bog. The black dragon, Ydarion the Night Cutter, is worshipped by the kobolds of the bog as a god. Ultimately, Rakdo takes command from Ydarion, but then passes them down to the kobolds of the clan. The party met him when trying to rescue the kidnapped members of Wolf Whelp Pack 387, ultimately negotiating for their release, in exchange for teaching and training to be made available at the League Guildhall for the kobold clan members.
