A criminal organization that seeks to take control of the Colony. Made from corrupt officials and outlaws alike. This group is run by the Three Kingpins who handle most of the smuggling, extortion, and crime in the colony.
As of right now, the party has only interacted with one of those groups, and learned the name of a Mr. Noose.

Structure

Three individuals lead the group at the top, and are the ultimate deciders of who gets to join. Below them are teirs of enforcers who make their living easier. They're a new organization but well established in that no one has yet determined the identity of the three Kingpins.
