There is conflict between the ruling powers concerning the establishment of a psionic academy in order to research psitech.

Culture

The rulers firmly control the majority of the populace of Ra. Their control of the old pretech artifacts cement their economic power over the other societies on the planet.
Most crimes committed by the wealthy are ignored.
Many prominent factions and ethnicities exist under the rule of the Consortium. While none of them are particularly pleased with the way the Consortium does things, they feel disempowered and submit to corporate rule.
Citizens compete ferociously in the market for jobs, and genetic specializations for certain work is commonplace. These expensive procedures keep most workers chained to the debts they owe the companies they work for.
The off-worlders must seek a work sponsorship from a corporation to enter the cities.
Crimes can be commutted with cash fines.

The Consortium has retrofitted some old pretech factories to work without psitech.

History

The original founders of Ra collapsed and ceded their power to the Consortium in 15-838.
The Consortium recently overcame a forgein-backed regional insurgency.

Military
