The Grand Carnival

A powerful faction of pirates with a harlequin aesthetic.

Structure

The Grand Carnival is led by the Cartomancer. The harlequins are divided into 22 Troupes: one for each major arcana in a tarot deck. Each Troupe is divided into 14 sets: one for each card in a playing card deck, plus a set for jesters. Each set has four members: one for each suit. Jester sets can have any amount of members, although most sets consist of 2 to 6 members.
