Parabola
Founded by the rakshasa Shevhe Zallmilluth who got their paws on a book of keeping, using that they staged a mass exodus from the 9 planes of hell, promising freedom from the devilish hierarchy in their new city on the prime material plane. Their protection is ensured by the army of yugoloths at their beck and call and by the fact that it's rumoured that some of the duke's names are contained within the books of keeping.
Parabola rose into a city of infernal, grotesque beauty. A bizarre mismatch of the geography from each layer all combined into one chimeric conglomeration of architecture and destroyed landscape.
Government
There is no government but every contract is upheld and respected.
Defences
The maw is a sea of rocks islands and shoals that prevent any invasion from sea.
Industry & Trade
Souls which can fuel aether refineries and allow dwarves to compete with Upradesh for aether and power magical weapons. Other items traded from hell are also her, hellfire forged weapons, magical items from cania.
Guilds and Factions
Mirroring the nine hells the fiendish faction of this city are lead by individuals.
Shevhe Zallmilluth: The Shah of the city rules with an iron paw, taking a cut from all trades and running the fighting pits.
Ragareth: Deals in the most "legitimate" goods. Trading souls and valuable items and providing mercenaries.
Zaina: Competes with Ragareth in mercenary work having fewer scruples and is willing to deal in more dangerous items, ones that might very easily kill the courier.
Sujiyan The Abdominous: A middle mand a go-between, Trading secrets and smuggling goods is his forte, if you want to know something ask Sujiyan though you may have to pay a high price.
The Azraq Vaults: Heavily invested in Parabola and the only district of the city that isn't aesthetically horrifying. They provide money and loans to various factions and support trade in the city. It could be argued that they run a protection racket but since they're so effective and so reasonably priced hiring the Saxe Bailiffs is more like hiring a doorman.
Architecture
A horrendous mismatch of iron and brimstone, scorching fires and swarms of biting flies. The devils have done everything to make this place feel like home, in short, its hell on earth.
