He decided to leave the nine hells because as a pit fiend who started as a lemure he could never see a method for advancement from his current position. The deposition of Bel and his replacement with Zariel was the last straw for Ragareth as it was for many devils, resulting in a second exodus to parabola of which Ragareth was a part. After arriving in the city Ragareth quickly set up a semi-legal organisation in the city trading, extorting and dealing. He gained many souls by outbidding devils from the nine hells no longer being bound by their laws.
