Cleveland Rogers
I'll tell it to you the best I know how---Cleve likes the ladies but isn't so good with social graces. He's also nosy, what you'd call a Peeping Tom as he's been caught more than once peeking through windows at night, searching through people's trash. The young man asked to be a porter at my hotel but I made an excuse not to hire him. Didn't think that would be the right setting for someone with his... ethics.
For most of the day, he works hard at the Saw Mill doing tough, thankless work of hauling trees, cutting them down to size, hauling the fresh lumber to the docks, ending the day covered in sweat and sap and sawdust and hardly says a word. He labors hard and without complaint. But something comes over him, and I've seen it myself, where he gets this look in his eye. He looks someone up and down and tells the truth of exactly what's on his mind, and it's almost always better left unsaid. Scratch that, it's always better left unsaid. He has never made an advance or done anything inappropriate other than run his fool mouth, but that doesn't mean it's okay. He knows a lot of secrets about a lot of people and isn't shy about not making them secrets anymore.
Cleve goes to church every Sunday and spends a good part of that day with pastor, mostly listening. Like a lot of people in Munson, as uncouth as his demeanor can be, I feel bad for the young man. I don't believe he understands the way he speaks to people makes them uncomfortable, and he takes the threat of sin and eternal damnation a bit too much to heart. He says he suspects he's going to hell and, looking around this town, he expects to have plenty of company. Thinks he's worthless and sinful and that you are too. That aside, his memory is incredible and it's like he can remember every conversation he's ever had. He says he sees devils and demons and has talked to ghosts and apparitions, come to him in dreams.
The problem with Cleve is that you never quite know if you want to hear what comes out of that mouth of his, even if it's true.

Bernadette is terrified of Cleveland. Aside from his unwanted attention causing her no end of anxiety, she can't shake the feeling that he looks at her and... knows something. She would be willing to do all manner of absurd things to avoid an interaction with him and prevent him from learning anything about her.

When Tommy first arrived in Munson, he looked for someone who could discreetly tell him about the townsfolk. His unlikely solution came in the form of Cleveland Rogers, who he first came across peeking through someone's window. While Tommy can tell that Cleveland isn't all there upstairs, he found that he's very forthcoming with information (a little too much so). In Tommy's brief time in Munson so far, Cleveland has sought him out on more than one occasion to run his mouth about whatever he's seen that day. Tommy suspects that Cleveland is trying to be his friend since they are similar ages. While he's a bit wary of Cleveland, Tommy knows better than to judge someone else over their odd behavior. Though, Tommy would prefer that Cleveland not walk up to him in public since he'd rather not get a bad reputation in Munson.
History
Cleveland is a pervert. She's seen him follow her back to her home after a night at the tavern or in the morning after a fling at the hotel. She wants to stay as far away from him as possible.
