The crime ridden undercity of Nucta Station. This first Lower Level, while not as dangerous as Lower 2, is a cesspool of criminal activity.
Due to lower amounts of policing in this area, it is much easier to find much seedier joints.
Most people you'll run into down here will happily attack you and take your money.
