Lagatha

Lagatha is a witch, but when she grants wishes, she tends to be harsh about it.  Her twin sister is Liana . Once per year she grants wishes during one of the two Nights of the Dark Moon at a lake in the mountains north of Calamine, the City on the Mountain.  On the other Night of the Dark Moon her sister gives out the wishes - they alternate.
