Liana

Liana is a witch, but when she grants wishes, she tends to be kind about it. Her twin sister is Lagatha. They alternate who gives out the wishes.
Once per year she grants wishes during one of the two Nights of the Dark Moon at a lake in the mountains north of Calamine, the City on the Mountain. On the other Night of the Dark Moon her sister gives out the wishes - they alternate.
