Formally known as the Tratado da Confederação de Cartel or the Cartel Confederation Treaty, is a government that was founded from post war Valian-Ayain mafia states that came togeather to resist outside forces and create as much profit as possible with the resources at hand. The Cartels that make up the Confederation are the Vida Nova Arcane Cartel, the Vento Vermelho Armas Cartel, the Ambiente-Iktan Agriculture Cartel, and the Regalo Luxuries Cartel, among other smaller corporatists entities and gangs. The leadership of each Cartel represent themselves in a permanent seat on the O Conselho, or The Board, with one representative from each Cartel being the current leader of it. The rest of the Coneslho is made up of nine additional members being the Knight Commanders of each of the member states of the Confederation.
The Executive functioning of the Confederation is handled by a single entity given the title of Commandante Supremo, a pre-war title of one of the two leaders of the former Commonwealths Dois Líderes dual dictatorship, and is chosen by the deliberation of the Conselho typically measured by the amount of wealth a member of the Confederation can bring in and martial competence.
The Judicial functions are handled directly by each Cartel towards their own populations and each one handles disputes and crimes differently. When it comes to any sort of higher authority to handle disputes between the larger Cartels one simply doesn't exist, and is typically handled by the Conselho. Many Cartel enforcers are a fan of taking justice in their own hands at the moment a crime is committed, bypassing a court since it's considered a pain in the ass for criminal proceedings. The courts are really just there to make sure that contracts are upheld, and no major infractions on a states policy has been committed.
Powers: Can muster forces in the territories of the Confederation and lead them into battle, plays a mediator role within the Conselho, and manages the Imports and Exports. Yaotl Castro is a veteran of an attempted land grab by CSC forces in northern Meio-Yeh and Tunlik in 2365, where during it he had locals sell occupying CSC soldiers products that would be restricted and banned in CSC territory at low prices like cocaine and opium. With the depressing conditions that is the weather most of the year in Tunlik and Meio-Yeh, it wasn't hard to get most of the CSC soldiers drunk, high, or both making it almost trivial to push them back out. To add insult to injury, the substance abuse by the occupying forces who went back home gave the conditions necessary to establish a Shadow Market in Koro City.
The Vento Vermelho Cartel has an iron grip over weapons development and manufacturing, in particular the designs for sophisticated firearms and military vehicles both from the pre-war Imperial Armory and their own original designs. They're also the most violent out of them all, and handles much of the security concerns of the Confederation as long as they're payed by their colleagues or ordered by the Commandante.
The Ambiente-Iktan Cartel specialize and manage much of the agricultural products that are generated within the confederation, especially cash crops like cocoa, tobacco, and sugar as well as illegal cash crops. Much of their profits come from underpricing their more legal cash crops, either with smuggling or using price cutting strategies on a legitimate platform. Profits from illegal goods typically come from smuggling.
The Regalo Cartel manufacture luxury goods, sometimes original designs, but also counterfeit already existing designs for fashion and other luxury products to undercut another companies income and collect money untaxed and bypassing sanctions. At the moment they make the least amount of profits among the four, but are predatorily eyeing at markets like Eslaiqaza and Kaedo.

The Conselho
The Conselho, or the Board, is a 12 member council made up of the ruling Knight Commanders in each member state and permanent seats of the CEO's of each cartel. The Conselho mostly meets for discussing economic policy, the state of the country's corporations and disputes, and to vote on measures and policies that would need interstate support and money thrown at it. Although there are plenty of other Knight Commanders who don't run a state, the seats would fluctuate too much without the capability compensate for sudden disproportionate representation. Knight Commander's not on the Board project their influence by getting close to ones who run states in order to be heard, however it's not a perfect, or really even a good solution and problems occasionally arise.CEO Seats

The current relationship is a little surprising given the activities of the Cartels, however the IKF enjoy many of the products sold by them and much of the Aristocracy likely enjoys their less than legal services and products.

The Cartel Confederations activities and goals flies in the face of pretty much everything The Republic stands for. Not to mention past activities such as the "Welcoming Council" incident where many delegates of the The Republic, including members of the Kaunihera, were convicted of corruption charges and gross negligence due to bribes originating from the Cartels.
Unfriendly
Similarly to the Aredián Republic, the activities and goals go against what the Government of Gylidd would stand for and the disruptions caused by the trade of the Cartels would likely only be welcomed by Kor's Underground.
