Flying Cities
Various cultures have built flying cities throughout the history of Nataya. However, while the odd one has existed since civilisation began, mostly among the avian races, a significant boom in popularity occurred during The First Great Turbulence, and a number were built in the early centures of The First Calm.
In the present age, late in The Second Calm, the resources to build these are much harder to come by, and the devastation they have wrought when the magics that powered them failed, or when militaries used them as strategic bases, means that constructing them is far less popular. Anyone looking to build a floating settlement risks suppression, or even attack, from neighbouring powers. Given worries that a third Great Turbulence could be coming soon however, many powerful arcane architects still dream of building one.
Problems
Flying cities that were constructing after The First Great Turbulence had a stronger tendency to become, or even start as dictatorships or similarly repressive societies than the initial cities established by avian or air genasi communities. This was both due to them usually being owned by the person who paid for their construction or their descendents, regardless of who lived there, and their comparative isolation.
