Tessa Saffron-Crowned
Tessa Saffron-Crowned was a member of the Far-Sighted, and a successor to Merret Pin-Tailed as the council leader of Nisr, Fikra Jade-Wattled. She was initially popular, knowing how to talk to crowds and promising a bright future for the city, and her dramatic, enthusiastic speaking style appealed to many who found Merret dull and uninspiring. However her popularity rapidly waned when in 452 ET, only a couple of years into her leadership, she chose to divert resources from gaining food and materials for her citizens, to building herself a grand palace, the Silken Aerie.
Tessa was encouraged to build this extravagance by Archmage Moulia of Kehree, a mageocracy. The Archmage was highly interested in acquiring some Gossamereen for experimentation, and perhaps to produce their own flying city. However she knew that neither Tessa nor the Nisr council would never agree to this, so she hoped to make the latter so unpopular, and make the city so impoverished, that they would have no choice but to relinquish some to Kehree in exchange for basic supplies.
