The magical variants are very rare for a few reasons: If how much magic a world has was on a scale of 1-10, M'Brell would be a 3.5. On top of that, the process to make a magical Deithar is exceedingly rare, as only 1 person can make them and his list is quite full. His clientele are very wealthy and so his sale price is as well, making this a very difficult pendent to obtain.
