Garou Nation
The Garou Nation refers to the alliance of the 8 Tribes of Garou. Although the alliance may go up to 13, as 5 other Garou tribes decided to not join the alliance initially.
The Garou Nation has no true king or queen. 5 Chiefs lead the nation for important decision, but in absence of these leaders (which is most of time the case), the settlement leaders took the governing to their hands. Individual elders can attempt to influence the Nation, but cannot actually command it.
