Structure
It is a republic headed by a president and their council at the national level. The leader is known as the West Sea Lord, due to a linguistic quirk.
In each state, a council of city heads leads.
In each city, a mayor leads, assisted by a council of varying number. New Luoyang for instance, has five in its city council not counting its mayor.
The city council is supposed to answer to the state and national councils, while everyone is finally subject to the national constitution.

History
The settlements that would eventually become the Tangguo of the New World were first established by mariners who arrived in the 7th century after being inspired by Sanzang's journey to the west. During this period they built up cities on the east coast of the continent and continued fishing.
Two centuries later, they ventured deeper into the heartlands only to discover great forests and a desert. They also found more natives and had a patchwork relationship with them. Some tribes waged war, some wanted to trade, and others wanted nothing to do with the strangers at all.
During the Song dynasty of the 10th century, a new wave of immigrants arrived in this country, called Western Paradise at that point. They brought new developments of religion there, including belief in a coastal girl crowned as emperor.
As a result of the Chinese diaspora reaching the New World, Columbus was proven partially right when he said he'd reach Asia by sailing round the world. He technically arrived at a collection of outposts. His claims were later proven untrue but European powers looked to making a diplomatic ally out of this shadow of China.
Missionaries, traders, laborers, and diplomats all went there in a bid to curry favor with Tangguo. Though they set up a sizeable white presence and even introduced African indentured labor, no single European power could lay claim to the New World.
In the end, Qing China in the 18th century sent naval detachments to get Tangguo back under their control as part of their Ten Great Campaigns. This culminated in the Manchu Repelling Operation and finally in Tangguo's claim to its own nation in 1777.
