Bluescale Empire

The Bluescale Empire is an aggressive, expansionist culture of kuo-toa, named after the Underdark's Bluescale River that the Empire was founded around. They claim that anything in or near the river belongs to them, though whether they truly have holdings down the entire length of the river is unknown. Nonetheless, they are more than willing and able to back up their claims with military might. The Empire is led by an aristocracy of unusually intelligent kuo-toa who have made great strides to improve things for their people, albeit with much bloodshed involved.
Sometime within the last few decades, an earthquake disrupted the flow of the Bluescale River and rerouted it into the Black Loch. The Empire was quick to respond to this change, sending out a scouting party to investigate and learning an enormous new area ripe for conquering had opened up to them. The aristocrat Vlorluc was put in charge of building a fortress where the river now ended, and he has spent recent years having his scouts gather intelligence in secret while marshalling his troops and breeding siege crabs. Once his task is finished and the native settlements fall, the Black Loch will be but the latest addition to the Empire.
