The Range

The Range is owned by the Nominis Arcanum mage guild, it is a place that is physically and magically contained where mages can practice the use of their spells without worrying about endangering anyone. Only members of the guild are permitted to go there, it's high walls conceal most of what goes on there but light flashes that illuminate the night and thunderous sounds that rattle windows come from the Range constantly.
It is also where the Evokers spend most of their time, drilling and practicing their deadly art.
