Melai
By most standards Melai is barely a city, but for Palnoré it's the only settlement most outsiders have a chance of seeing.
The original city that the Palnoré Elves settled when they arrived on the island, Melai has now become the city responsible for what little outside trade and interaction the reclusive Elves and Aarakocra do. Few boats enter or leave its small port on a daily basis, but those that do can expect a small settlement mostly filled with trained Elvish soldiers, Common-speaking Aarakocra priests trying to spread the word of Palnor, and a few hand-chosen negotiators and tradesmen that can sell/barter with permission of the Palnoré government.
Those that do visit Melai though, speak of its tranquility and quietness.
Government
The city is supposedly overseen by the Haladendrin of Diplomacy, but the Elves and Aarakocra don't bother clarifying.
Defences
The city has few walls, but it is not far from the large over-sized forests of the nation proper. Presumably an army could appear as soon as it was needed, and indeed what few tales remain of the Atkorian's invasion of the island support this fact.
In terms of visibility, the Elves are sure to display a few of the fabled The White Owls in the city at all times, along with a few Palnori-Iral (the Knights that ride the large fabled owl-like Palnori), as well as conventional Elven soldiers.
Industry & Trade
The city most trades out a few Aarakocra and Elven goods it can spare, as well as sometimes seemingly random goods like cuts of old wood, unneeded Palnori feathers, and other random goods. In exchange they usually buy things with gold (though no-one is entirely sure how they come into this gold) as well as equally random things such as fish, certain other types of wood, and stone.
History
The city is, according to legend, where the first Elves landed when they arrived on the island nation but before they integrated with the Palnori and the Aarakocra.
The city is also allegedly as far as the Atkorian invasion force got before being viciously fought off by the determined Elves and Aarakocra.
Architecture
Melai is filled with beautiful, yet simple, stone and wooden buildings. As most Elves don't live in the city for more than a few years the city is not built for long term families or civilization.
Geography
The city lies not far from its small connected port, which is tied to the city by a road that is carefully watched by the Elves. On all sides the city/town is surrounded by thick woods and natural growth, which the Aarakocra and Elves don't bother to clear.
