Norixious (Noor-Ix-ious)
Norixious is often called a "begrudging city." The Dragonborn, largely, have little interest in permanent settlements, being a nomadic people. But when Draconfall became a Union State it was required to both create and maintain a State Capital for "the benefit and ease of governance for its citizens." The Dragonborn have complied, but most aren't happy.
Norixious is mostly a small city, holding the various offices and resources they are required to hold for their citizens, and little else.
Demographics
The city is mostly made up of the elected representatives and various required bureaucrats, as well as a few local Guild and company offices and their worker, as well as rail and transport workers who serve the nomadic Dragonborn people. Despite being the city built for and maintained by the Dragonborn, the city is nearly a 50-50 split between Dragonborn and "other" species, with the Dragonborn themselves having little interest in it.
Government
The city is ruled by the "Clanshead" who also acts as the governor of the state of Dracon. They are chosen every two years when every Clan of Dragonborn sends a representative who both votes on the next Clanshead, and selects the next Senators for the state, aiming to take care of it all at once.
