Following the annexation of Ibrim by Atresa many investors, Guilds, and Banks feared the more stringent taxation and regulation of Atresa.   As a result many began to take their business elsewhere, leading to a flight of money from the Fallen City. Soon though, it became clear that the fears were overblown.   While Atresa pressed for more regulation and taxes, they were still dramatically lower than any other major nation or city on the continent. Within several years, nearly 8/10ths of all the businesses that fled (which was about a third of all business) had returned to the city.
