In the aftermath of the Continental Depression, many found themselves without prospects or hope. Some of those people turned to piracy and banditry.   This became an especially large problem in the West, where a large force of Poutonese Auxiliary Naval Officers deserted and took many anchored ships with them to the seas from Pouton.   The result was a ravenous pirate navy that haunted the Western sea for years.   This was briefly tolerated as normal piracy, until the Tharrisian government, in conjunction with the Strakan and Aurelian governments, created an anti-piracy coalition led by the Hopeful Return to remove the pirates.   Through a combination of naval, air, and diplomatic action known as the Western Pirate war the pirates were dramatically reduced down to pre-depression levels after a 4 year time span. This culminated in the "Battle of Risanare Isle" where a group of Tharrisian biplanes, airships, and the Hopeful Returned destroyed the last large group of original Poutonese pirate ships off of the Risanare Isle.
