Old Town, located atop the cliffs, is a historical district where remnants of the city's early days can be found. The buildings in Old Town showcase intricate stone work and reflect a gothic architecture style, lending an air of antiquity and mystique. Some sections of Old Town are ingeniously integrated into the sides of the mountains, creating a seamless blend between the natural landscape and human habitation. Here, one can find the entrance to the mine, a vital source of the city's wealth and the cornerstone of its economy.   Within Old Town is Elysium, a place of significance to the Kindred. It serves as a sanctuary where the vampires gather and conduct their affairs. Elysium exudes an aura of secrecy and exclusivity, with opulent structures and private chambers reflecting the refined tastes of its immortal denizens.   New Town, situated at the base of the cliffs on the shores of Twilight Lake, is a bustling hub of activity. This district thrives on commerce and trade, as it benefits from its strategic location where the river meets the lake. The medieval charm of the city continues here, with buildings adorned with intricate stonework and narrow, winding streets that lead to vibrant marketplaces.   New Angeles operates under a meritocracy, where individuals are recognized and rewarded based on their abilities, achievements, and contributions to the city. The meritocracy of New Angeles emphasizes the importance of talent, expertise, and dedication, allowing individuals to rise through the ranks based on their merits rather than social status or lineage. In this system, positions of influence and authority are attained through demonstrated competence and proven skills.   The governance of New Angeles follows a clan-based system, with a Primogen Council at its core. This council consists of representatives from the major Kindred clans within the city, each representing their clan's interests and concerns. The Primogen Council serves as an advisory body to the city's leadership and plays a significant role in decision-making processes.   At the apex of the political hierarchy is the Chairman , often referred to as the Prince. The Chairman holds executive authority and is responsible for overseeing the overall governance of New Angeles. They wield significant power and make final decisions on matters affecting the city and its inhabitants.   Assisting the Chairman is The Executive, also known as the Seneschal. The Seneschal acts as the right hand to the Chairman and helps manage the day-to-day affairs of the city. They oversee administrative tasks, coordinate with various departments and organizations, and ensure the smooth functioning of the settlement.   The Press Secretary, also known as the Herald, is responsible for managing communication and public relations. They disseminate important information, address public inquiries, and act as the official spokesperson for the city. The Herald plays a vital role in maintaining transparency and managing the public image of New Angeles.   Representing the individual clans within the Primogen Council are the Spokespersons, also referred to as the Primogen or Priscus. They advocate for their clan's interests and viewpoints within the council meetings and act as intermediaries between the clan members and the city's leadership.   Assisting the Spokespersons are the Whips, who act as their assistants and help coordinate the efforts of the Primogen Council. They ensure effective communication, organize meetings, and assist in gathering information and support for council decisions.   The Mogul, also known as the Harpy, is responsible for monitoring social and political dynamics within the Kindred community. They act as a social arbiter, keeping track of gossip, maintaining the etiquette of the Kindred society, and mediating disputes when necessary.   Enforcement and security are entrusted to The Sheriff and the Hound. The Sheriff ensures law and order within the city, investigating crimes, apprehending offenders, and maintaining the safety of the inhabitants. The Hound, on the other hand, specializes in tracking and eliminating threats to the Kindred community, whether they be external enemies or internal dangers.   The Master of Elysium is responsible for overseeing the sacred gathering place of the Kindred, ensuring its sanctity and proper conduct during meetings and gatherings. They play a vital role in maintaining the delicate balance and harmony within the Kindred community.   Finally, a representative known as the Human Resources acts as a liaison between the human population and the Kindred leadership. They address the concerns and needs of the human populace, ensuring their interests are taken into account within the governance structure.  

Laws

In New Angeles, the Security and Public Order laws are strictly enforced to maintain a peaceful and safe environment for its inhabitants. The laws address various offenses, including: Public Disturbance: Engaging in disruptive behavior, public intoxication, or causing a disturbance that disturbs the peace and tranquility of the city is prohibited.
  • Assault and Violence: Any form of physical violence or assault against another individual is strictly forbidden and subject to severe consequences.
  • Vandalism: Defacing, damaging, or destroying public or private property, including buildings, structures, and landmarks, is considered a criminal offense.
  • Trespassing: Unauthorized entry into private properties or restricted areas without proper authorization is not allowed.
  • Theft: Stealing or unlawfully taking someone else's belongings, whether it's personal property or from a place of business, is illegal.
In New Angeles, the relationships between vampire clans are governed by a set of laws and customs that ensure a delicate balance among the Kindred.
  • Domain: Each vampire is considered the ruler of their own domain, and this domain must be respected by others. The right to rule a domain is granted by the Chairman, who holds the highest authority among the vampires.   • Progeny: The act of creating a new vampire, known as Progeny, is tightly controlled in New Angeles. Only the Chairman has the authority to grant permission for a vampire to sire a new childe. This process requires a formal written petition to The Executive, who acts as the Seneschal and advisor to the Chairman.
  • Amaranth: The practice of Amaranth, which involves one vampire consuming the blood and soul of another vampire, is allowed in certain circumstances. However, it is closely monitored and must be conducted with the approval of the Chairman or in special situations of dire necessity.
  • Elysium: Elysium is a sacred and neutral ground where vampires can gather without fear of harm or aggression. Any breach of the peace within Elysium is strictly forbidden and severely punished.
  • The Blood Bond: The Blood Bond is a powerful supernatural bond that forms when a vampire feeds the blood of another vampire multiple times. Its use is regulated, and exploiting the Blood Bond for malicious purposes is considered a grave offense.
In New Angeles, the protection of human rights and promotion of equality are essential principles upheld by both the vampire society and the governing authorities.
  • Non-Discrimination: Discrimination based on race, gender, ethnicity, religion, or any other characteristic is strictly prohibited. Both vampires and humans are expected to treat each other with fairness and respect.
  • Protection from Harm: Humans are entitled to protection from harm and violence. Any acts of aggression or harm towards humans are severely punished by the authorities.
  • Freedom of Movement: Humans have the right to move freely within the city without undue restrictions. Their safety and well-being are considered paramount.
  • Employment Rights: Humans have the right to seek employment and pursue their livelihood without prejudice. Vampires are not allowed to discriminate against humans in hiring or work-related matters.
  • Consent: Any form of blood exchange between vampires and humans must be consensual. Forcing a human to provide blood against their will is a grave offense.
  • Elysium: Elysium is a designated neutral ground where humans and vampires alike can interact without fear of harm. Humans are protected within Elysium, and any violence or harassment is strictly forbidden.
  • Law Enforcement: The City Guard, led by the Sheriff, is responsible for enforcing these laws and ensuring the protection of human rights. Any violations are investigated and dealt with accordingly.
 
   

The Meritocracy of New Angeles

    The founding principles of the People of New Angeles will be guided within the bounds of a Socialist Meritocracy. Those who can, will bring dignity to themselves, the people and the Meritocracy of New Angeles. Those cannot, either through age, inability or infirmity will be provided for; and as such we shall all be greater.   Those who would subvert the letter or spirit of the law within, will not find succor with The People.
 
Meritocracy is a political system in which economic goods or political power are vested in individual people based on ability and talent, rather than wealth or social class. Advancement in such a system is based on performance, as measured through examination or demonstrated achievement.
  Socialism is a political philosophy and movement encompassing a wide range of economic and social systems which are characterized by social ownership of the means of production, as opposed to private ownership.
In founding The Meritocracy of New Angles; we have determined that nothing is inherent; and all is earned through good works and ability. By our good works we are better as individuals; who in turn serve the greater People.

  The First Tradition: Domain The individual is the ruler of their own domain; respect it. Domain must be granted by the Chairman, and claimed by the individual, no other arrangement is true. All within the Domain of New Angles, is the Domain of the Chairman. To attempt to gain domain otherwise, or to disrespect the domain of another is to invite the judgment of the Chairman as they see fit.   Remembering that all Domain claimed by New Angeles is the Domain of the Chairman; all rulings regarding even individual Domain will first be deferred to the Chairman; who then may then defer the ruling to the ruler of the individual Domain, if the trespass occurred on an individual’s Domain.To act otherwise or to supplant, misrepresent, falsify, or otherwise manipulate the authority of the Chairman is to invite the judgment of the Chairman.   The Second Tradition: Progeny The right to sire lies with the Chairman alone. A request must be made to The Executive in the form of a written petition. Within the written petition the potential sire and childe will state their case, including how they came to be aware of one another, their courtship, the offer made, and the reasoning as to why the new childe should be Damned.   The Executive will have three fortnights to review the application, and may interview and otherwise question the pair as they deem necessary. If the Executive deems the case to be worthy, they will then sign and seal the petition and offer it to the Chairman for final decision.   To act outside of this, or to supplant, misrepresent, falsify, or otherwise manipulate the authority of the Chairman is to invite total anathema and The Final Death.   The Third Tradition: Amaranth If one is found guilty of committing diablerie; they are to be put to death with all due haste. None are above this, none carry this right, and the punishment will be carried out no matter the cause. Evidence of such will be presented to The Sheriff and The Scourge, who will in turn bring their findings to The Executive for presentation to the Chairman and the Council of Spokespeople for final judgment.   The Right of The Final Death belongs solely to the Chairman. This is absolute; to do otherwise, or to supplant, misrepresent, falsify, or otherwise manipulation will result in The Final Death of the person or persons who committed such crime. Act of defense will be investigated by The Sheriff and their deputies, then brought forward to the Chairman and Council of Spokespeople for final judgment.

These routes are carefully planned and hidden, providing residents with alternative pathways to evacuate or seek shelter in case of emergencies or threats. The escape routes are designed to be discreet and efficient, allowing for swift and safe movement throughout the city.   Fortified buildings play a crucial role in New Angeles' defense system. Certain structures are reinforced and equipped with defensive measures to withstand potential attacks or intrusions. These buildings are strategically positioned throughout the settlement, acting as strongholds and safe havens during times of crisis. Their fortified design includes reinforced walls, secure entrances, and defensive mechanisms to deter and repel any potential threats.   The natural features of the surrounding landscape also contribute to the defense of New Angeles. The rugged cliffs that encircle the city provide a natural barrier, making it challenging for unauthorized entry. The steep cliffs act as a deterrent and add an extra layer of protection to the settlement.   In addition to physical defences, New Angeles employs advanced surveillance and security systems. Watchtowers, manned by skilled sentinels, are strategically positioned to monitor the surrounding areas and provide early warnings of potential threats. These sentinels are trained to identify and respond to any suspicious activities, ensuring the safety of the settlement and its inhabitants.

The livelihood of the inhabitants of New Angeles is intricately tied to the city's rich natural resources and thriving industries. The settlement's economy revolves around mining, manufacturing, trade, and various specialized professions.   The mining industry is of utmost importance in New Angeles, with the city being renowned for its abundant metal deposits, including copper, iron, gold, and bronze. The Miners Guild oversees the extraction and processing of these resources, providing employment opportunities for many residents. The mined metals are then utilized in manufacturing processes, construction projects, and trade.   Manufacturing plays a vital role in New Angeles, fueled by the Golden Guild's expertise in metalworking, stone carving, architecture, and engineering. Skilled artisans and craftsmen create intricate jewelry, ornamental objects, and architectural marvels. The products crafted by the Golden Guild are highly sought after, both within the city and beyond, contributing significantly to the city's exports.   Trade is another pillar of New Angeles' economy. The Merchants Guild facilitates the buying and selling of goods, overseeing a bustling marketplace where a wide array of commodities, including raw materials, finished goods, and luxury items, are exchanged. The city's strategic location and well-established trade routes enable it to import and export a diverse range of goods, fostering economic growth and cultural exchange.   While New Angeles is largely self-sufficient, there are certain imports that contribute to the city's economy and well-being. These imports may include rare or exotic goods, luxury items, and specialized equipment that enhance the city's industries or cater to the desires of its affluent residents. The city's Bankers Guild ensures smooth financial transactions and oversees international trade, allowing for the flow of imports and exports.

Old Town is situated atop the cliffs overlooking Twilight Lake. It features a blend of ancient and modern architecture, with buildings partially built into the mountainside. Old Town is the historic heart of the city, housing important landmarks such as the Elysium and serving as the administrative and political center.   New Town is located at the base of the cliffs, where the valley meets the shores of Twilight Lake. This district showcases medieval charm with its gothic architecture, cobblestone streets, and ornate details. New Town is known for its bustling markets, artisanal shops, and lively atmosphere.   Lacrima Winery is a district situated across the lake from the main city. It is a picturesque area dedicated to wine production. The winery benefits from the fertile lands and favorable climate, cultivating vineyards and producing a wide range of high-quality wines. It serves as an important economic and cultural hub for the city.   Beyond the city walls, downstream from New Angeles, are a series of small communities known as vassal-cities. These communities operate independently but have a symbiotic relationship with New Angeles. They focus primarily on food production, relying on farms and livestock to sustain their livelihoods. These vassal-cities play a crucial role in providing food resources to New Angeles and are exempt from the Tithe, a tribute paid by residents of the main city. Many individuals have chosen to move to these lesser towns specifically to avoid the Tithe, seeking a more affordable and self-sufficient lifestyle.

The city's roots can be traced back to the time when the area was known as Chilliwack Lake Provincial Park. However, everything changed during the Great War, a catastrophic event that brought devastation and the looming threat of radiation.   In a desperate attempt to survive the aftermath of the war, both humans and the Kindred, recognizing the potential dangers of radiation, sought refuge in the old mines. These mines were converted into a bunker, providing a sanctuary for the survivors to wait out the hazardous period.   After enduring years in the safety of the underground bunker, the inhabitants emerged in the year 30 AF (After Fallout), when the radiation levels had subsided to a safer level. Stepping out into a changed world, they began to establish a small settlement, utilizing their resourcefulness and determination to rebuild their lives.   Under the guidance of a prominent leader named Finn, who played a pivotal role in shaping the destiny of the emerging city, the settlers named their newfound home New Angeles. Finn's vision and leadership helped steer the direction of the settlement, ensuring its growth and prosperity as it evolved into a thriving mining city.   From its humble beginnings, New Angeles would undergo a remarkable transformation, with the mining industry becoming the backbone of its economy.
