Kabir is an oasis of trade and technology in the Kabirian Desert. Once a small town, Kabir was reforged by western elves into a vast lordship, expanding long past its borders and into the empty desert. It is controlled by renowned merchants from all over the world. Kabir is known as a corrupt government, often involved in the black market, censorship, blackmail, and more.
Structure
Kabir is controlled by a collection renowned merchants from all over the world. This collection makes laws, regulations, and diplomatic treaties. The precise way in which it functions and who is in it are mysteries. Law is enforced by professional mercenary bands hired by the city.
Public Agenda
Kabir seeks to extend its sphere of influence by trade, expand its wealth, and ultimately seize complete control and a position of power over Western-Eastern trade.
Assets
Kabir is most known for having copious amounts of gold in the Forbidden Vaults beneath the city, most of which is generated via trade and tax. It does not have an official army, but hired mercenaries often patrol the city and its surrounding, reaching as far as the borders go. The city of Kabir is encased in the legendary Walls of Kabir , which reach high to the sky and are told to be impenetrable.
Demography and Population
Kabirian population is widely diverse. It includes humans, elves, lizard-men, dwarves... Elite merchants and government officials are almost always elves or humans.

The city of Kabir lays in the middle of the Desert, but villages and encampments can be found all over. Officially they claim almost the entire Kabirian Desert.

Kabirian Law is enforced by professional mercenary bands hired by the city.
Foreign Relations
Kabir uses diplomacy often to further its goals. It appeases Western Elves by funneling their trade into Kabir and out to the rest of the continent, and is non-aggressive toward almost every group.
