REPEL & ATTRACT

Rio Joaquin has a powerful Zenkai, one that allows him to make things repel and attract, basic but very powerful once put in the right hands. On a basic level, Joaquin can make items, people, or weapons attract/ repel each other which can be useful for gaining distance from an enemy or denying them an easy escape. On a deeper level, Joaquin can use this to attract/ repel subatomic molecules, creating a space where everything is repelled or attracted, and once combined a miniature black hole is created which can destroy anything in its path. Going even deeper, Joaquin can split the nucleus in the center of atoms to trigger a controlled Nuclear explosion. If done right, he can literally punch with the force of a Nuclear Bomb. The greatest use of this ability is being able to protect against any attack directed at Joaquin's body, he does almost 24/7 as an attack can come from anywhere at anytime.
This power, of course, consumes a lot of Magical Energy and would normally be used only once or twice, but through extensive training, Joaquin has mastered an ability called "Gather". In theory, all things, all living things have some form of latent Magical Energy, even if it's a little bit, including planets and stars. Joaquin uses Attract to subtlety draw in some degree of this latent Energy, effectively slowly increasing his own reserve and stamina.

Joaquin can usually be seen wearing a dark suit with an un-done dress shirt, he sports a General's coat over his shoulders, and his most notable feature is his Mexican style wide brim straw hat, he is never seen without it.

Personal history

Rio Joaquin is a man of tragedy, passion, and duty. He was born to parents whom he never knew and left on the streets of a core Commonwealth world. The orphan infant would have been shipped off-world had he not been saved by Rio R. Rick, a wealthy businessmen who had no family of his own. He took the child and adopted him as his own that very afternoon, naming him Rio Joaquin. 
Joaquin was raised in the upper ranks of society but Rick made sure the boy never lost him humbleness, the Rios were a fortunate family built off of the idea that if they could help others, it was their moral obligation to do so, regardless of the situation. However, Joaquin struggled with this idea, feeling alieniated by the Universe, it had left him for dead as a child, why should he do anything for anyone else
What ultimately changed his mind was being enrolled in the Commonwealth Marine Corp, an experience that saw him putting his life on the line not only for the sake of his fellow MARINES, but for the sake of all the civilians on the Member-Worlds.

Education

Joaquin was educated by his foster father, Rick, who was a genius in economics and business, as he ran the massively successful RIO Shiping Corp. Rick also made sure to educate the boy on the ways of proper decorum when in the presence of nobles, World Leaders, and especially women. Presentation is everything, if you seem like you belong, no one will question if you really do or not.

Employment

In his younger years, Joaquin worked with Rick on the tactical side of the family business, RIO Shiping Corp. but would later join the Commonwealth MARINES. He was a notable MARINE and after 14 years of service, Joaquin was promoted to the rank of Lieutenant General, being one of only two people to reach this rank in recent memory, speaking to his skill and ability. After retiring from the MARINES, Joaquin became a Vihuela player at his wife's Inn, happily singing and dancing the rest of his days.

Joaquin puts his duty first, before anything else, following the ideas instilled in him by his father, that if he can help others, it is his moral obligation to do so. Responsibility, not a choice. This is what has driven and still drives Joaquin to dive headfirst into the haze of war to save others, why he leads his men into battle, shoulder to shoulder with whom he is sworn to lead.

Joaquin is an easy-going and relaxed man, even to his subordinates, often addressing them as friends or comrades. He does not punish failure, but he does not care for those who would abandon their responsibility so easily. History

Anamaría and Joaquin met after an attack on her family's ranch by the Hand Syndicate, back in that time, Joaquin was only a Lance Corporal and still trying to prove himself within the MARINES. Anamaría was young and was responsible for maintaining her family's inheritance. She would routinely suffer attacks from bandits, Hand Operatives, pirates, and even the Empire. And as Joaquin was stationed in this sector he often spent a lot of time with her.

Nicknames & Petnames

Anamaría is the one who gave Joaquin the nickname "Jojo" as she was unable to originally pronounce Joaquin.

Relationship Reasoning

Anamaría loves Joaquin and would never want to spend the rest of her life with anyone else but often times she feels as if she has to share her husband with the Commonwealth, the MARINES, and the rest of the Universe. He works so much, their youngest son doesn't even remember his face. She wants him to quit the MARINES and live full time as a father and a husband. Joaquin cannot simply quit, he feels responsible for the Universe, the work he does helps people.
