Structure
Idylls are local groups of around 200 people who practise direct democracy, managing the goings on of the local neighbourhood. The locals solve problems by legislating issues which require at least 20% of the electorate's vote to be made official. Once an Issue is official it will be placed on the Board of Issues. It will also be communicated to other Idylls where the locals there may start the same issue or similar issues in their Idylls. If at least 20% of the electorate of the next Idyll level sign the issue it will be placed on the board of issues of the next level. It can travel up all the way to The Confederal Parliament. The electorate effectively serves as the legislature up until the Confederal level.
