Kukai theocracy

This is the way foreign people usually refer to the Kukai government type. Though it is true that the Kukai culture is mostly built from its religious beliefs, neither Oal-Mer or the nurikai representatives are actually perceived as authority figures. The way for the Kukai to understand law is through customs and traditions, rather than an actual government type. However, because of the highly religious nature of the Kukai society, adventurers from other worlds continue to call it a "kukai theocracy" as there is no way to say "government type" in the Kukai Language.
