Nurikai Representative

The "Nurikai representative" is the closest thing to a Kukai political system. It is leaded by the Nurikai of each village, which serves as a spiritual leader. However, those in charge of actual social organization are the Nur, from which a Nurikai will be chosen every 40 years. This system allows the Kukai to interact directly with those in charge of social organization without perceiving them as authorities. It also means that such "representatives" will have the required knowledge and devotion to their culture in order to work efficiently and according to the interests of all the Kukai.
