Chouettes

With the rise of The Immortals and the Chulainn, civilians decided to take matters into their own hands. While vigilantes had existed in Periton before, the Chouettes was the first attempt at organized vigilantism within the city. Wearing Owl masks, the Chouettes would hire Guild members and patrol the streets in force. While unable to do more than protect a small chunk of The Immortals territory, they were able to slowly wrest it from their hands.
Of course, as the years passed the Chouettes slowly turned into a gang all its own. Focusing on protection rackets, the Chouettes turned into what it had set out to stop until it was absorbed into The Dragon's Hoard.
