The Immortals

Before The Dragon took over, The Immortals, were the oldest gang within the Wine Crown. With the Wine Crown always having had a connection to the Elves of the West, it proved to be the biggest draw for elves and their half-like brethren that delved into the less than reputable business. The Immortals used the skills that many elves would pick up over the lives to hold onto the largest chunk of territory within the district.
Over the years, small chunks of their land would be taken by capable gangs such as the Chulainn and Ruby Wolves, but their general noble-like and gentleman nature often allowed them to perceived as the favorites amongst the gangs. This would help them maintain territory that would otherwise be difficult to control.
This lasted until The Dragon arrived, decimating any who refused to bend the knee to him. The majority of the Immortals would form the foundation of The Dragon's Hoard's men.
