Rarely seen in public, the dubiously named Headhunter is a Mask only partially assumed to be part of Hoard. When a mask of Hoard ends up pushing the envelope, Headhunter is often seen before the perpetrator is brought in. Due to their lack of appearance in other circumstances, Hoard is assumed to employ Headhunter in some manner
