Xabel
Xabel is an alliance made up of three separate kingdoms, each ruled by a queen or king known as a mansa. The three kingdoms that make up the Pact of Xabel are the humans, whose capital is in Aljabar, the goblinoids of Grorroring, and the hill dwarves out of Doth. Tribes of nomadic lightfoot halflings and centaurs occupy much of the inner part of the empire, traveling between the three major cities.
Each monarch has authority over their own domain, but meet every four years to ratify any new laws or repeal old rulings in a gathering called the Council of Three. The united empire is represented in heraldry by three beasts, each denoting one of the three kingdoms: a boar for the hill dwarves, a lion for the humans, and a worg for the goblins.
Landowning lords and ladies are given the title of farba. Military commanders are called farin, which translates more or less as warlord or warmistress. Provincial governors known as dyamani-jabar (province master in Xabesh) take care of the governance of each respective province of the empire. Kafo-jabar (county master) are ranked below them and local leaders of towns or villages are known as dougou-jabar (village master).
