Caerbor poisoned

Caerbor Klaedris, the brother of Thaiva Phenol, was in Polaris to deliver a treasure to the local treasury.  This delivery was made without incident, but afterwards he discovered he had been poisoned and infected with the Moon Plague.  Who did this or why is uncertain.
