The second layer of The nine hells, this plane is covered almost entirely in a maze of winding chasms. The capital, however, City of Dis, is a sprawling wonderland of sin. Mortals flock there from across the multiverse to make deals with devils. Every deal struck here is backed by the ruler, Dispater, who punishes oathbreakers with extreme prejudice.
