Zargos

Zargos is the capital of Avernus, and where Penguin holds court.  It is adjacent to the gates of hell, and as such houses a large military and a highly trained populace.  Since Penguin's Ascension, however, this military might has been relatively hidden away.  Instead, the public face of Zargos is a tourist attraction featuring a great many brothels, casinos, and other such dens of vice.  Will o' Wisps can be seen throughout the town subtly influencing travelers to try their hand at the games.
