Ad Dalah
Government
The ruler of Ad Dalah, and of the Dakhm Empire, Mustara Saad is a firm believer in the teachings of Tiamat, The Scaled Tyrant, and his rule reflects this. Only he has the power to affect the laws of the nation, and a few select people are even allowed to enter the palace district. Not only this, he is clearly paranoid to a fault, and people are usually not allowed to enter the cities, or even leave without an approved purpose in order for them to leave.
Defences
As the empire is highly militaristic, there are many guards and mercenaries in the city and the fact that the city is placed inside the valley and surrounded by walls does not add to anyone's wishes to invade it.
Industry & Trade
Mines in the walls of the city extract sandstone, copper, and gold that are sold to nations across the ocean. In addition, the magical research of the empire is well known for being one of the leading in the fields, at least when it comes to magic for war.
Districts
Qas
Qas or the palace district is the northwest part of the city before the docks and is where the home of Mustara is found. The district is surrounded by a large stone wall and very few people are ever allowed inside the district.Albi
Albi or the noble's district surrounds the palace district from the east to south. As one can guess from the name, Albi is where nobles and important figures in the empire make their homes in lavish villas.Ead
Ead or the trade district is the northernmost district in the city and is largely taken up by the docks, being full of shipyards and a lighthouse is seen on the western end of the district.Sikh
Sikh or the dirt district is the residential district of Ad Dalah and is home to most of the city's population. The district takes up the southeastern portions of the city.Khadra
Khadra or the farm district is covered in government handled farms that produce and distribute the food produced in the farms. The farms of the district are split into two parts. One is between eastern Ead and north of Sikh, so to the northeast parts of the city. The other part is south of Albi so it takes up the southwestern portion of the city.Guilds and Factions

A blacksmith sells armor and weapons for self-defense for the public, but they have little in-store since most of their products are bought by the military. The forge is owned by the disinterested human woman Zifa al-Saab.Shrine of Acrulde
One of the five dragon shrines of the empire, this one is dedicated to white dragons and researches magical rites, specifically terrain and climate-altering magic. For example, they have created a magical item that cools the area around it. The head priest of the shrine is the oversharing human man Marcian al-Riaz.Ead
Hidden Grove
A small herbal medicine and alchemy store found in western parts of the district. The outside of the store is mostly sandstone with some wood linings. On the inside the floor is wooden and several wooden shelves line the walls. Pots and baskets of flowers and herbs give the air a pleasant smell of nature. The store is owned by the kind wood-elf woman Zenala Hothranin.Shorehome

A small potion store, not selling real potions, instead they are labeled with odd titles of extravagant, yet impossible effects. The store is owned by Bashar al-Jugo.Shaded Mug
