The Flats

One of the low points in the city, when it rains it is common knowledge to avoid the Flats for it is sure to be a mire of mud and standing water. Long controlled by the Trader Princes of distant Maniria and Ralios, the neighborhood has filled increasingly with guards, laborers, and other odd folk from the Ralian city-states who bear the goods of those distant lands through the hostile territories of the Manirian barbarians to Nochet. They have an intense rivalry with the folk of Handra who have settled recently near the bay. Poor refugees have settled here as well, many victims of unscrupulous merchants or Houses greedy for money or eager to take advantage of those in need. Despite the rain and refugees, the Flats is a popular destination for many as the Temple of Donandar is here and rain or shine there are daily shows to entertain the populace: giant puppet shows, plays, and occasional travelling shows are the usual fare.
