The Apex Senate

The Apex senate is the legislative body of the Apex republic. Its 150 members are elected by general election for 5 year terms. Each representative represents a constituency of about 20.000 citizens. The representatives cannot propose laws directly for voting, only make suggestion to the council of Ten, so called "Senatorial Requests". It is the council of Ten which submits bills for voting in the Senate, and it is they who submits a budget draft for vote. However, this does not render the Senate powerless, as they can refuse to approve the Council's laws or budget until their demands are meet. They can also make appeals to the public, claiming that the Council is undermining democracy. The shifting relationship between Council and Senate, sometimes hostile, sometimes friendly, is a constant feature of political life in the Republic.

Structure

Senate is organized quite simply. There is a President who presides over the House, keeping order (or attempting anyway), and who can, in extreme cases, expel representatives from a session (though not from a vote).
Informally the Senate is divided into five loose groups, who tend to vote as blocks. These are: The Populares , the Moderates, The Publicani, the Optimates, and Inderpendents. More information on these here: Political Factions in Apex .

The Senate is the legislative body in the Apex Republic and is the main representative of the people of Apex in its government.

Assets

The ability to accept or reject bills put to it. To "advice" the Council, and the ability to appeal to the public for support.

History

Founded in the early years of the republic as a counterweight to The Council of Ten the Senate has slowly become the near equal to that institution in power.
