The First Circle of Hell, Avernus, is ruled by Zariel.
Zariel was once a mighty celestial but was corrupted by the Powers of Hell. She rose in the infernal hierarchy to become the Archdevil Lord of Avernus and is in charge of much Hell's forces in the eternal Blood War. The point of entry into the Nine Hells is Avernus and much of the Blood War has occurred there.
