Cult of Stars
Structure
The cult has many followers who all listen and obey their leader, the decendant of a disgraced former priest of the Tsar's Highest Circle who fled when the Tsar became angry with his revolutionary ideas about democracy and equality almost one hundred years ago.
Culture
They follow the idea that the "true" saints can provide truth to the world but that the Tsar and the Tsar's Highest Circle including the Head of the Shadow Army have introduced the "false" saints to distort the truth and control the people to submit to their autocratic rule. They preach of the true saints in secret to try and spark the people into revolution agaisnt the Tsar and his wicked advisors.
Public Agenda
They want to try spark a revolution among the people agaisnt the Tsar to restore the true saints and allow the people govern themselves through the introduction of a fair and democratic system of government.
Assets
They have few assets, relying on the houses of their supporters for shelter in the early days and now takign refuge in a network of underground caves to travel the ecountry spreading their message.
History

About a decade after they were founded, the Cult of Stars tried to start a revolution in the Capital city to restore the true saints to promencance and force the country to become more democratic but this was put down by the army in a single, short and bloody night.
Following this failed revolution they were forced underground and many believed them destroyed but they did still manage to cling on in the edges of society where they were able to regain their strength.
