If your IQ is deemed to low in this country you are treated like dirt and are forced to stay in school until you have been "Deemed" smart enough. If that doesn't work this country instead then exiles whomever it is to the Jiyū no Ji. This country is also very well known for have the worlds greatest ancient relics and treasures lost to history. They don't have much to trade outside of these valuable items. Though that would seem bad for its people this country is actually very well off and though has hostility towards the OTV they both share the commonality of having rare things that no other country has.

Though the world doesn't give them credit. LWST is a HUGE assitant to the Sultanate as well as the Domain. LWST is the ones who helped The Domain monatize and create their gambling structure making them nearly as popular a destination as The Republic. As well the Sultanate though creating all of the great magical resource that the world uses, it is the LWST that actually take the time for that to test, study, and point out any concerns before the Sultanate then makes whatever they have made worldwide. Both The Domain and Sultanate in turn owe great amount of debts to the LWST.

COMPETITION! That is another trait that is seen all over the country oustide the Capital. Every city is trying to be ranked as smartest at the end of the year. Each town competes for the same amongst themselves, which then extends all the way to villages. Then looking even deeper into each city, town, and village you'll find inter competition usually splitting the areas even smaller to strive to be the best within themselves as well.
The Capital is above all this do to the overwhelming sense that once you've earn the honor to live within the Capital means one has proven that they no longer have anything to prove. Now once in the Capital does not meaning learning is done but instead research and the expectation to help make the country better is expected of anyone within its limits.
