Silford (City State)
Silford is the most important settlement of the Farens. The city is ancient and it's history goes centuries beyong the known written history.
Structure
Silverford is run by a senate formed from citizens. The senate is lead by two consuls.
Each district of the city has a district council that organises local matters. Usually only experienced members of district council can become senators. All district counsils have the same amount of influence on the senate in principle, but on the wealthy areas have more power per citizen, because they have less inhabitants than the poor areas. Only the citizens (about 20% of the population) are allowed to vote or run for offices.
Demography and Population
Only about 20% of the inhabitants are citizens. The most of the population are slaves, low class people or foreigners. In addition to the population, there's a high number of Zeribian traders and fishermen in the city at all times.

Laws are usually passed by the senate. The consuls can also force them to be passed if they both agree. Important ones are usually discussed and voted on directly in the district councils.
